Background Checks

JDP BACKGROUND CHECKS (RMO)

Per US Soccer, every new or recertifying Referee must pass a background check prior to being approved and uploaded. The background check is normally conducted at the time of clinic registration. The Referee will be prompted during the registration process to complete the information on the secure JDP site. Depending on the user’s actions and the resulting information obtained, there are a few different possible outcomes.

  1. Auto Approved – nothing unusual was flagged during their background check. No further action is necessary.
  2. Pending RM Officer Action – this requires the Risk Management Officer (RMO) to review the individual’s background check and make a determination whether or not to approve the individual. There will also be a Verification Code: <x> provided. Please see the document titled Background Check Verification Code for a further explanation. The options for the RMO are:
  1. RM Officer Approved
  2. RMO Denied Final 
  3. USSF Form Update Required – In this case, the RMO should contact the individual to discuss and confirm that the finding is correct. This status requires the individual to sign back into their OMS account and provide the convictions data that was found.  Their status will then be changed to RMO Pending. If the RMO agrees that the information stated on the Conviction form reflects the information on the background check, the RMO would set RMO Approved.  The system would then detect that there is a Conviction statement and would set the status to USSF Pending. At that point, the US Soccer Legal Pending Form would be sent to US Soccer to make the Yes or No licensing determination. (This option removes State liability issues when denying a license.)
  1. Consent Pending – the individual Referee is 18 or older, however they have not filled out the paperwork with JDP authorizing the background check. In this case, the background check has not begun and the individual can not be uploaded to US Soccer.
  2. Pending – the individual has consented to having a background check. The check has been started, however a final report is not available as of yet.
  3. Consent DeclinedThe individual has declined the consent form and their licensing will be held.  The person should be contacted and if agree to Consent this time, the status should be changed to RETRY to reissue the Consent Request.
  4. Under AgeThe individual is under the age of 18 and therefore not required to have a background check.
  5. Not CheckedThe individual has not yet paid for a clinic or background check, so none has been issued yet (nothing to be done here).

The outcome of the background check is also available to the RMO:

  1. In the Member Information section using the Edit linkselect Check/Update Background Check.

  1. The results can be viewed on the Member Background Check Status page.



  1. To view the full report, the RMO selects the View link next to Background Check Detail.

  1. From this page, the RMO can review the report obtained from JDP.


  1. If the status was Pending RM Officer Action, the RMO (after reviewing the report) changes the status by selecting the appropriate choice from the Current RMO Status for this Member drop down menu and selecting Submit RMO Status Change.
